The Electricity and Gas Complaints Commission
is committed to providing access and transparency to the scheme
amendment process for stakeholders of the Scheme.
Current Consultation - February 2009
Proposal for further changes to the scheme
documents to meet the Achievement Standards set by the Electricity
Commission and Gas Industry Company for approval of the EGCC
scheme.
The Board of the Electricity and Gas Complaints
Council (the Board) and the Electricity and Gas Complaints
Commission (the Commission) propose to make changes to the
scheme documents to meet the Achievement Standards set by
the Electricity Commission and the Gas Industry Co (the regulators)
for the approval of a consumer complaint resolution scheme
for electricity and gas complaints.
On 20 February 2009, the regulators advised
that EGCC has been selected as the preferred consumer complaint
resolution scheme for electricity and gas complaints.
The Board and the Commission set up a Working
Group to consider the further changes that need to be made
to the scheme documents. The members of the Working Group
are:

The Working Group released a Consultation
Paper on 24 February 2009 and has requested for all submissions
to be received by 5pm on Tuesday 3 March 2009.

regulators) for the approval of a consumer complaint resolution
scheme for electricity and gas complaints
b) implement the recommendations from the
Wood Report (recommendations following a review of the efficiency
and effectiveness of the Commissioners complaint handling
process)
c) tidy up the scheme documents and remove
redundant clauses.

The Working Group will review all the submissions
received with the confirmed criteria which the regulators
released on 4 September 2008. There may be further consultation
if the scheme documents need any other changes to meet the

Review of the Electricity Consumer Codes
of Practice and the Gas Consumer Code of Practice
The Electricity and Gas Complaints Commission
is reviewing the current Electricity and Gas Consumer Codes
of Practice.
The Electricity & Gas Complaints Commission
has convened a working group whose role is to steer through
the review process.

The working group released a consultation
paper titled: Review of the Electricity Consumer Code of Practice
and the Gas Consumer Code of Practice October 2007. Submissions
closed on 2 November 2007. Click here to download the Consultation

Submissions Received:
The independent reviewer will report back
to the working group in February 2008. The working group will
then consider the reviewer's recommendations. It is anticipated
that further consultation with stakeholders on any proposed
amendments to the current Codes will take place in April 2008.

Approval of the Scheme for Electricity
The Electricity & Gas Complaints Commission
intends seeking approval of the Scheme from the Electricity
Commission in response to the publication of approval criteria
in relation to consumer complaint resolution systems.
The Electricity & Gas Complaints Commission

changes required to meet the Electricity Commission approval
criteria.

The working group released a consultation
paper titled: Constitutional Changes to the Electricity
& Gas Complaints Commissioner Scheme April 2007. Submissions
closed on 13 April 2007.
Submissions Received:
The working group has considered the submissions
and have set out their responses in the Analysis of Submissions
on the Consultation Paper: Constitutional Changes to the
Electricity & Gas Complaints Commission Scheme April 2007.
The working group will undertake further
consultation with stakeholders once the Electricity Commission
has finalised its approval method for consumer complaints
resolution schemes.
